RAF escape and survival aid.
This is known as a 'swinger' compass, and is only about one inch in length. Due to its small and flat size it could be easily concealed in almost any item or clothing.
It works by being suspended from a length of cotton or placed in water, and it will then swing to North which is shown by the two dots.
